Pulau Belitong, Laskar Pelangi, dan Ibu Muslimah

              Kalau membicarakan Pulau Belitong yang ada dibenak kita pasti tertuju pada Mega Best Seller Novel maupun Film bertajuk LASKAR PELANGI. Kalau kita mengikuti kisah sekelompok anak belitong itu, pasti tau seorang guru yang bernama Ibu Muslimah. Ya, mesti euforia Laskar Pelangi perlahan telah berlalu, namun banyak cerita yang ditinggalkan dari karya Andrea Hirata itu. 
          Sukses Film Laskar Pelangi berdampak positif terhadap dunia pariwisata Belitung melalui film yang diangkat dari novel karya Andrea Hirata ini, nama Belitung dikenal banyak orang. Sebelum Film Laskar Pela ngi menjadi booming, banyak orang yang tidak tahu dimana letak Pulau Belitung, tak terkecuali ketika presidium pembentukan Provinsi Bangka Belitung (Babel) tahun 2000 melakukan presentasi di depan anggota DPR RI.
          Pulau Belitung adalah pulau yang potensial. Kekeluargaan yang begitu bagusnya, begitupun dengan budayanya. Pulau indah, pemandangan unik pantai pasir putih asli dihiasi batu-batu granit yang artistik dan air laut sejernih kristal, dikelilingi oleh ratusan pulau-pulau kecil.
Lalu bagaimana dengan Ibu Muslimah. Siapakah Ibu Muslimah dan ada hubungan apa Ibu Muslimah dengan euforia Belitong dan Laskar Pelangi?. Pasti anda sudah tau sosok guru satu ini. Ya, guru yang sekarang menginspirasi banyak orang terutama guru itu sekarang menjadi ikon dari Pulau Belitung serta simbol pendidikan di sana. Sungguh dahsyat pengaruh dari kesuksesan Novel Laskar Pelangi yang berhasil di visualisasikan dalam bentuk Film oleh Trio sineas Mira Lesmana, Riri Riza, dan Salman Aristo ini. Semoga keteguhan dan keikhlasan Ibu Musilamah juga tertanam pada setiap pendidik di negeri ini.

Fakta Pendidikan Indonesia

Sistem sekolah Indonesia sangatlah luas dan bervariasi. Dengan lebih dari 50 juta siswa dan 2 ,6 juta guru di lebih dari 250.000 sekolah, sistem ini merupakan sistem pendidikan terbesar ketiga di wilayah Asia dan bahkan terbesar keempat di dunia (berada di belakang China, India dan Amerika Serikat). Dua menteri bertanggung jawab untuk mengelola sistem pendidikan, dengan 84 persen sekolah berada di bawah Departemen Pendidikan Nasional (Depdiknas) dan sisa 16 persen berada di bawah Departemen Agama (Depag). Sekolah swasta pun memainkan peran penting. Walaupun hanya 7 persen sekolah dasar merupakan sekolah swasta, porsi ini meningkat menjadi 56 persen di tingkat menengah pertama dan 67 persen di tingkat menengah umum. Tingkat pendaftaran bersih sekolah dasar berada di bawah 60 % di kabupaten-kabupaten tertinggal dibandingkan dengan di kabupaten maju yang memiliki pendaftaran universal. Tingkat pendaftaran bersih untuk pendidikan menengah mengalami peningkatan kuat ( saat ini 66 % untuk Sekolah Menengah Pertama dan 45 % untuk Sekolah Menengah Umum) tapi tetap rendah dibandingkan dengan negara-negara lain di wilayah ini. Indonesia juga tertinggal dengan para tetangganya dalam Pendidikan Anak Usia Dini dan Pendidikan Tinggi, dengan tingkat pendaftaran kotor sebesar 21 % dan 11 , 5 % secara berurutan. Pendidikan merupakan hal penting bagi agenda pembangunan Pemerintah Indonesia. Belanja pendidikan telah meningkat secara signifikan di tahun-tahun terakhir setelah terjadinya krisis ekonomi. Secara nyata, belanja pendidikan meningkat dua kali dari tahun 2000 sampai 2006. Di tahun 2007 , belanja untuk pendidikan lebih besar daripada sektor lain, yang mencapai nilai US$14 miliar, atau lebih dari 16 persen dari total pengeluaran pemerintah. Sebagai bagian dari PDB (3 ,4 persen), jumlah ini setara dengan jumlah di negara lain yang sebanding. Undang-Undang mengenai Pendidikan Nasional (No. 20 / 2003) dan Amandemen Konstitusi III menekankan bahwa semua warga Indonesia berhak mendapatkan pendidikan; bahwa Pemerintah wajib untuk membiayai pendidikan dasar tanpa biaya; dan bahwa Pemerintah diberi mandat untuk mengalokasikan 20 % dari pengeluarannya untuk pendidikan. Undang-Undang mengenai Guru (No. 14 / 2005) memperkenalkan perubahan-perubahan penting atas syarat dan ketentuan pemberian kerja untuk sertifikasi guru, yang bertujuan untuk meningkatkan kualitas pendidikan. Rencana strategis Departemen Pendidikan untuk 2005-9 memiliki tiga pilar utama: 1 . Peningkatan akses terhadap pendidikan; 2 . Peningkatan kualitas pendidikan; 3 . Kepemerintahan yang lebih baik dalam sektor pendidikan. Di tahun 2005 , Pemerintah meluncurkan program yang disebut BOS (Biaya Operasional Sekolah), sebagai cara untuk menyampaikan dana secara langsung ke sekolah- sekolah agar anak-anak tetap bersekolah dan memberi sekolah kebebasan dalam mengelola dana mereka sendiri. Dalam mendukung hal ini sekaligus upaya desentralisasi secara umum, Pemerintah telah menetapkan prinsip Pengelolaan Berbasis Sekolah dalam sistem pendidikan nasional serta menyediakan kerangka untuk Standar Nasional Pendidikan. Tim pendidikan Bank Dunia berfokus dalam mendukung Rencana Strategis ( RENSTRA) Departemen Pendidikan Nasional Mulai dari RENSTRA 2005-2009 , Bank Dunia telah mengembangkan portofolio dukungan atas program-program utama yang diidentifikasi oleh Kementerian sebagai dukungan tambahan. Dialog Pendidikan Tematis yang dipimpin Bappenas ( forum untuk Pemerintah dan mitra pembangunan dalam mendiskusikan masalah sektor di tingkat kebijakan) menyediakan arah bagi Bank Dunia dan mitra pembangunan mengenai area fokus untuk dukungan di masa depan. Forum tersebut saat ini memimpin Penilaian Sektor Pendidikan yang akan menyediakan dasar analitis untuk keputusan strategis mengenai arah RENSTRA 2010-2014 , yang akan digunakan mitra pembangunan sebagai kerangka dukungan di masa depan. Program Bank Dunia akan menjembatani program RENSTRA 2005-9 dan 2010 dengan portofolio pinjaman investasi, dana perwalian, dan karya analitis berjalan dan yang akan datang mewakili Kementerian, menyediakan dukungan komprehensif atas karya Direktorat Jenderal di bidang kualitas guru, pendidikan dasar, pendidikan tinggi, dan pengembangan anak usia dini. Portofolio proyek Kluster Pendidikan terdiri dari proyek-proyek Pendidikan Anak Usia Dini, Dasar, Tinggi, dan Informal. Sebagai tambahan, proyek pelatihan remaja dan prakarsa di tingkat sektor saat ini akan dilakukan. Lebih dari US$ 830 juta diberikan sebagai komitmen untuk bidang Pendidikan kepada Pemerintah Indonesia oleh IDA dan IBRD. Total biaya proyek aktif dan proyek yang akan dilakukan adalah lebih dari US$1.5 miliar. Terlebih lagi, ada dana perwalian dalam jumlah besar yang akan mendukung program pemberian pinjaman.
